Speaking during a press briefing about the incident, the police constable revealed that he got an order from former Central Police Station OCS Samson Talaam to discipline Ojwang after he was booked at the station.
He explained that OCS Talaam had gotten the orders from his senior, and that the directive was to “teach him a lesson” for allegedly making offensive online posts.
According to Mukhwana, Ojwang was brought to the cells on the evening of June 7, 2026, and was still alert at the time.
According to Mukhwana, who sent his condolences to the family and friends of the deceased, Ojwang was not meant to be killed.
"We were told to discipline him. That was the instruction. Nobody said he should be killed," Mukhwana stated. He told investigators that Ojwang was taken to a separate room within the station where he was assaulted.
He said the plan was to detain him overnight and present him in court the following day. However, things escalated.
"He was punished, but the punishment got out of hand leading to his death," Mukhwana said.
He added that when they realized Ojwang was not responding, officers rushed him to Mbagathi Hospital, where he was pronounced dead on arrival.
The constable said he has been cooperating with the Independent Policing Oversight Authority and detectives from the DCI’s homicide department.
He expressed remorse, saying he regrets following the order.
IPOA has since recommended charges of murder against OCS Talaam and three other officers linked to the incident.
Ojwang’s family and human rights groups have demanded justice, saying no blogger or teacher should die in police custody for expressing their views.
